He has over four decades of professional experience in science and technology administration and international cooperation. He was the Former Director-General of the Department of International Cooperation, Ministry of Science and Technology (MOST) of China. How he was elected as the President of CAISTC and worked in non-government S&T cooperation. He has held senior roles across domestic governance and overseas diplomatic missions.
